There have been many criticisms made of the plans to build a refinery in Uganda after the discovery of 2.5 billion bbls of crude in the Lake Albert basin. However, plans are now beginning to take shape as the value of a Ugandan refinery has been listed as US$ 3.2 billion and has been declared as good for the East of Africa as a whole.
Oman Oil Company and International Petroleum Investment Company have announced the formation of a joint venture company. This company will manage and develop a refinery and petrochemicals complex in the Duqm area of Oman. The new venture will be called Duqm Refinery and Petrochemical Industries LLC and will be owned equally by the two parties. The refinery will have a processing capacity of 230 000 bpd after phase 1 of the construction in complete.
The final permit needed for the construction of the Three Affiliated Tribes refinery has been approved. The plant is going to be built on the Fort Berthold Reservation in North Dakota. The final permit awaiting approval by the US Environmental Protection Agency was for the discharge of water.
