The National Environmental Licensing Authority (ANLA) granted the environmental license to the Turpiales and Los Nogales photovoltaic (PV) parks project, presented by the company Gestión Grupo Solar Colombia SAS, after completing the technical, legal, and environmental evaluation process, through which its viability and compliance with the requirements established in the current environmental regulations were verified.
The project is located in the municipality of Río de Oro, in the department of Cesar, and involves the construction, operation, and maintenance of two PV solar parks designed to generate clean, renewable energy. With a combined authorised capacity of 557.2 MWac, this initiative will contribute to diversifying the national energy mix, strengthening the National Interconnected System, and advancing the country’s just energy transition.
The project will consist of two PV parks with the following characteristics:
Turpiales PV park will occupy an approximate area of ??296.16 hectares and will have an installed peak power of 348.00 MWp in direct current and a nominal power of 278.6 MWac, through the installation of 392 PV modules of approximately 710 Wp of unit capacity.
Los Nogales PV park will cover approximately 347.37 hectares and will have an installed peak power of 342.55 MWp in direct current and a nominal power of 278.6 MWac, through the installation of 776 PV modules of approximately 710 Wp of unit capacity.
As part of the authorised works, the project includes the construction of 67 189.78 m of new access corridors, corresponding to internal roads and interconnection access points required for the development of the PV parks. These corridors will allow the movement of personnel, machinery, equipment, materials, and supplies to the PV module installation areas, support zones, substations, Excavation Material Storage Zones (ZODME), and other infrastructure associated with the project.
Regarding the use of natural resources, the environmental license authorises a single forest harvesting operation over an area of ??597.73 hectares, corresponding to 111 232 individual trees, with a total authorised volume of 62 380.14 m3. It also authorises 14 riverbed occupations, subject to compliance with the environmental management, monitoring, compensation, and control measures established by the Authority.
Environmental licensing has been fundamental to consolidating the Just Energy Transition. With this decision, the ANLA continues to promote the responsible development of energy generation projects using non-conventional renewable energy sources, ensuring that their implementation adheres to criteria of environmental sustainability, protection of natural resources, and compliance with current regulations.
